How to enter codes in BlackBerry
1. Insert any sim card
2. Turn off all of the wireless connections
3. Go to Options
4. Select Advanced Options
5. Select SIM Card
6. Hit menu select show keyboard (where needed)
7. Type MEPPD or MEPD (you will not be able to see the typed info)
8. Enter MEP2 or MEPP2
9. Now it will say enter network mep code

I cannot use this method on 9650 locked on verizon, because network is blocked and after this ''8. Enter MEP2 or MEPP2'', nothing to input code

1. Ensure a SIM Card is inserted
2. Go to 'Manage Connections'
3. Click on 'Turn All Connections Off'
4. Go to 'Options'
5. Click on 'Advanced Options'
6. Click on 'SIM Card'
7. Type 'MEPD' (letters will not appear on-screen but a menu will pop up.)
8. Type 'MEP2' (user will be prompted to enter MEP code)
9. Enter the MEP2 code (CONFIRM you get "Code Accepted" message)
i. *If you also have a MEP4 code, type 'MEP4' (you will be prompted to enter MEP code)
ii. Enter the MEP4 code (CONFIRM you get "Code Accepted" message)
10. Reboot device
11. Go to 'Manage Connections'
12. Click on 'Restore Connections'
13. Device is now unlocked

Problem with this 9650 from verizon is that after step 8, "8. Type 'MEP2' (user will be prompted to enter MEP code)", phone don't ask for code because network is not locked but is already blocked, like too much wrong input codes. Now phone is send to d m 3, hope this will unlock it.

Tried with or without sim inside? Also when you write MEPD or MEPPD how many attempts left do you have? If 0 nothing to do
